Option 1 - school maintenance packages
Property, project and technical services offer a value for money comprehensive maintenance package, supporting schools in providing a learning environment which is comfortable, safe and sustainable.
The option 1 maintenance package comprises of:
- Professional advice on maintenance related issues.
- Management and delivery of day-to-day building, electrical and mechanical maintenance issues.
- Management and scheduling of planned appliance and equipment servicing
- Management and delivery of legislative compliance.
- Energy management, advice and SALIX funding bids.
- 24 hour maintenance cover with professional and technical support 365 days of the year.
Through a network of contractors procured competitively, and in full compliance with the public contracts regulations 2015, we ensure the effective management of our contractors to enable you to provide a safe, healthy and comfortable environment for all stakeholders.
Purchasing option 1 maintenance package from Derby city council will ensure you meet your obligations under the health and safety at work act and that you meet your statutory compliance obligations.
Using us and our frameworks suppliers will enable you to access the depth and breadth of our skills and knowledge in maintenance matters. Derby city council is non-profit making organisation therefore our aim is to invest to provide better services ensuring statutory compliance across the city.
Property maintenance client portal (available to package sites)
Introduced in 2017 the property maintenance client portal has proven very successful with those schools choosing the full maintenance package. The portal also gives the ability to raise orders and queries through its interface and is being continually improved in order to give customers a better experience in using us as a service provider.
The system gives access on-line to essential data relating to their school such as:
- Servicing schedules.
- Maintenance orders.
- Servicing certificates.
- Asbestos management surveys..
- Projects.
- Condition survey details.
- Fire risk assessments and actions.
Many of Derby city council’s schools are old and may comprise non-standard structures with their own inherent problems.

The option 1 package offer is made bespoke for you, with supporting documentation and proposed prices being sent to the school, for an informed choice to be made.
Option 2 - project management, professional advice and design
Derby city council can also offer bespoke services for additional maintenance and capital projects that fall outside the option 1 package. Consideration will be given to enquiries that require professional or procurement advice, design works and project management for which a separate fee bid can be provided.
The option 2 landlord compliance review
The option 2 package is compulsory for community and voluntary controlled schools who do not purchase the option 1 maintenance package.
Community and voluntary controlled schools who are not purchasing option 1 will need to complete the council's opt-out schools compliance statement naming their professional advisor. This document will be sent to the school on confirmation of this decision.
Schools and their respective professional advisors, in selecting option 2, will have full responsibility for compliance and statutory legislation with regard to the school, land and buildings. This will be reviewed by Derby city council in their role as corporate landlord. The school will be charged for a compliance review being carried out by one of our fully qualified engineers, to ensure all works are being carried out to Derby city council standards, and that the school is meeting the needs of current statutory and legislation regulations.
The compliance review will ensure that the school and their professional advisers are meeting the needs of current statutory regulations and current legislation.
The cost of the landlord compliance review is:
- Nursery, primary, junior and infants - £450.
- Secondary - price on application.
Legislative compliance
There are numerous duties placed on employers and subsequently those who control the workplace. School premises are no exception to this and are affected as much as any other workplace by changes in legislation.
Legislative compliance, in relation to the full property maintenance package, is made up of key areas, including:
- Asbestos re-inspections (where asbestos is known).
- Electrical safety – electrical condition reports and portable appliance testing.
- Fire safety – fire alarm, emergency lighting, and firefighting equipment servicing.
- Gas and mechanical safety – boiler, hot water system, air conditioning servicing and gas drop testing.
- Water hygiene – risk assessment.
- Playground equipment inspection including resilient surfaces.
There are other areas of building safety such as structural failure and glazing safety which we can advise on separately outside of our option 1 package offer. We can also provide additional professional support and guidance on other aspects in the categories above at an additional cost.
