LA / Independent School Agreements for Statutory Assessment in KS1 and KS2 2024/25 – Information for Headteachers
Independent schools may choose for pupils to complete statutory assessment at the end of Key Stage 2. Participating independent schools that wish to compare their KS2 teacher assessment (TA) in English writing with local or national data will need an agreement in place with their chosen local authority to undertake external moderation of TA and must report this information to STA on the PAG by Friday 6th December 2024.
An independent school can only claim that its results are comparable with national or local results if it has taken part in the local authority external moderation process and has been moderated in the subsequent years of its participation. Participating independent schools must also follow the same STA guidance, quality assurance and processes as maintained schools and academies if they wish to make these comparisons. Where a moderation agreement is not in place KS2 data and results may be annulled.
Each academic year an agreement between the local authority and each independent school must be in place for statutory assessment moderation at KS2. This includes monitoring of KS2 tests, as well as moderation for KS2 Writing.
Further information is in the agreement form which has been sent to independent schools where we believe there are pupils in Key Stage 2. If you have pupils in KS2 and are intending to undertake statutory assessment, please contact Vincent Hampton immediately.

The agreement MUST be in place by Friday 6th December 2024. Electronic signatures are acceptable, if the form is emailed from the headteacher’s account. Alternatively the form can be printed, signed by hand, scanned and submitted from any school email account.
If you are part of a group of schools using us as the LA for monitoring and moderation, the CEO or equivalent may complete one form for the group or you may respond individually. This should be agreed by the organisation. If you are completing a collective response, please ensure ALL schools to be covered by the agreement are named on the form.
